August 2, 2007 Village of Tequesta Planning and Zoning Advisory Board 345 Tequesta Drive Tequesta, FL 33469 RE: Public Hearing for new proposed Commerce Bank building at 215 U.S. Highway One. Four concerns from homeowners who will receive direct impact of commercial traffic at Cove Road and U.S. Highway One, Tequesta. 1. Increased cut-through traffic flow onto Cove Road and Seaview Road on privately owned Waterway Village roads. 2. Privacy issues for homeowners with swimming pools from levels above a single story ground level commercial structure. 3. Storm water flowing down Cove Road across Seaview Road, down to the bottom of Cove Road flowing into the protected estuary of the Intracoastal Waterway. This hazardous storm water draining across oily asphalt parking lots and tar roofs causes damage to the road surface, protected estuary and causes hazardous driving conditions on Waterway Village private roads. Tequesta collects taxes for handling Stormwater, but in the cases relating to the properties that border Cove Road, Tequesta is allowing stormwater to simply flow onto its neighbors, as well as allowing pumping stormwater from the shopping center property onto Waterway Village common areas. 4. In the 14 years I have lived in Waterway Village, I have witnessed numerous accidents at the intersection of Cove Road and U.S. Highway One. The Safety of traffic crossing U. S. Highway One turning South from Cove Road is a concern. A traffic light or Right turn only sign forcing all West bound traffic on Cove Road to turn North only will provide additional safety and reduce traffic accidents which occur on a regular basis. Attached are photos taken of the area and last yearŐs tax bill evidence that property owners are paying for stormwater removal that is not being adequately handled by the Village of Tequesta. Waterway Village is the only neighbor to a Tequesta shopping center that has not been afforded a cement wall along the common border. Waterway Village property owners have spent over $60,000 in recent years attempting to deal with stormwater from our neighbors to the west. We have tried stop signs and speed bumps to curtail cut-through traffic on Cove Road and Seaview Road. We need assistance from Tequesta on all above issues. Thank you for the opportunity to again express our concerns about important matters that effect safety, privacy, traffic control and commercial stormwater drainage from Tequesta.
